最初の文章に使われたwouldをwillに書き変えたら、その違いは何でしょうか？

Wouldはwillの過去形です。上記の文章には、hasという現在型の動詞を使われているので、文章のすべて要素を現在型の時制に一致する必要があります。ただし、hasではなくhadが使われた場合は、過去形のwouldが正しい表現です。

He would go if he had time.

次に、もう一つの文章を見てみましょう。

He will go if he could.
→ He would go if he could.

最初の文章には、canの過去形であるcouldが使われました。したがって、下の文章にwillではなく過去形であるwouldを使うのが正しいです。もし、couldの代わりに現在の時制を表すcanが使われたら、willが正しい表現です。

He will go if he can.

Willは、未来に起こる状況を表しますが、wouldはまだ起きていない仮想の状況や実際に起きていない状況を表現する時に使います。

I will go to the concert tomorrow because I bought tickets.
I would go to the concert tomorrow if I had money.
